PLANNING DIRECTOR
Gary attended Owensboro High School and graduated from Lyon
County High School in 1984. He received a Bachelor of Science
Degree from Western Kentucky University in 1988, majoring
in city and regional planning with minors in economics and
psychology. While attending Western Kentucky University, Gary
served as an intern with the Barren River Area Development
District.
An
Owensboro native, Gary has been with the Owensboro Metropolitan
Planning Commission since 1988. Gary served as Senior Planner
until selected to become the Planning Director in September
of 2000.
As Director of the OMPC, Gary is responsible for a 13 member
staff and covers a broad spectrum for the continuing development
of Owensboro, Whitesville and Daviess County, Kentucky.
Activities which he oversees include comprehensive planning
for land use, transportation and a variety of public facilities.
In addition, he is responsible for the administration of the
Zoning Ordinance, Subdivision Regulations, Building, Electrical
and Codes Department.
Gary is a member of the American Planning Association and
an active member of the Kentucky Chapter of the American Planning
Association. Gary has served as a KAPA guest speaker for various
planning seminars throughout Kentucky and Indiana.
Gary is also a member of AICP, the American Institute of Certified Planners, which is the American Planning Association’s professional institute, providing leadership nationwide in the certification of professional planners, ethics, professional development, standards of planning and planning practice. In order to become a member of AICP, one must meet certain education and experience requirements in the planning profession and pass a written examination. After certification, continuing education requirements must be met to maintain the certification as an AICP member.
Gary is very involved in the community and serves in numerous capacities, including membership in the Owensboro Rotary Club, PRIDE Board of Directors, past Treasurer of the Owensboro Symphony Youth Orchestra Parents Association, and the Owensboro Public Arts Commission. He is also very involved in various youth sports programs with his children.
