Jim Mischel

Associate Director of Building & Electrical

An Owensboro native, Jim graduated from Owensboro Catholic High School in 1972. After receiving his Associate Degree in Architecture from the University of Kentucky in 1980, he worked for seven years as a private building contractor in Lexington, Kentucky.

Jim joined the Owensboro Metropolitan Planning Commission staff in 1984 and became the Associate Director of the Building and Electrical offices in 1996. He has achieved and maintained building inspector certifications through the Commonwealth of Kentucky. He currently holds the following certifications:

  • One and Two family Dwelling Inspector
  • Level I Building Inspector
  • Level II Building Inspector
  • Level III Plans and Specifications Inspector

Jim oversees the day to day operations of the building and electrical departments, supervising three cross trained building and electrical inspectors, a plan reviewer, a plan reviewer trainee and an inspector trainee. He is also responsible for enforcement of the Owensboro Metropolitan Zoning Ordinance, which includes flood plain management and enforcement.

Jim reviews site plans and building permit applications to ensure compliance with the applicable building codes and the Zoning Ordinance regarding setbacks, uses, landscaping requirements and ensures that drainage has been reviewed by the appropriate government engineer. Jim spends s significant amount of time providing information to the public, developers, surveyors, engineers and builders relative to the applicable codes and procedures needed to accomplish a project and fields citizen complaints regarding zoning violations or building codes issues.
