Rapid Rural Subdivision is converting Daviess County's farmland into residential lots. Since 1980, the OMPC has been monitoring the pace of rural development.

Daviess County Land Use Task Force Study 728 kb
In April 2000, Daviess County Judge/Executive Reid Haire created the Land Use Task Force, which was made up of individuals interested in the planning and development of the community, but not from groups with a direct interest in the issue. The Owensboro Metropolitan Planning Commission and its staff were not involved in the task force study. The Judge/Executive directed the task force to gather facts, seek citizen input, and make recommendations to the Daviess County Fiscal Court regarding its role in rural land use and in controlling growth. In December 2001, the task force reported its findings and recommendations to the Daviess County Fiscal Court. As of February 2002, Fiscal Court had not asked the OMPC to take any action regarding the task force study. However, the study addresses issues of public interest pertaining to the regulation of land use in Daviess County. For this reason, the OMPC has included the study on this website. Inclusion of the study on the OMPC website does not constitute endorsement of the study by the OMPC.

Comprehensive Plan for Merging the Governments of Owensboro, Whitesville and Daviess County - July 10, 1990 3.93 Mb - In the late 1980s, citizen petition led to the formation of the Urban County Charter Commission. The commission formulated a plan for the merger of the three local governments into the Owensboro-Daviess Urban County Government. Daviess County voters rejected the merger plan at the general election held on November 6, 1990. This 20-page report is taken from the legal notice than ran in the Messenger-Inquirer as an insert on July 25, 1990. It is included here for general reference.

Flood Insurance Study for Owensboro-Daviess County (March 3, 1997) 17.0 Mb - CAUTION! This large PDF file (17 Mb) is a scanned (image-only) version of the printed Flood Insurance Study that is issued by FEMA. It could take a very long time to download.
