DAVIESS COUNTY FISCAL COURT

INVITATION TO BIDDERS

 

ST. ELIZABETH STREET JAIL PROPERTY

BID NO. 08-2002

 

The Daviess County Fiscal Court, Owensboro, Kentucky is seeking sealed bids for the purchase of the old Daviess County Detention Center ("Old Jail") located at 110/112 St. Elizabeth Street and the associated parking lot located at 401 W. 2nd Street.  The Fiscal Court has deemed the Old Jail complex to be surplus property and is seeking sealed bids under two options, which are described below.  The entire property, approximately 0.583 Acres, is zoned B-2 Central Business.  An appraisal of the property is available.

 

Said tract will be sold by utilizing one of the following bid options:

 

OPTION 1 -- Preservation of the 1886 Portion of the Old Jail

 

Bid Option 1 shall propose preservation of the historic 1886 portion of the Old Jail under the Secretary of the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings (National Park Service, 1983) in order to preserve and enhance those qualities that make the Old Jail eligible for inclusion in the National Register of Historic Places and thereby eligible for investment tax credits for the owner of income-producing property.

 

OPTION 2 -- No Preservation Required

 

Bid Option 2 shall propose a dollar value for the fee simple purchase of the entire property with no preservation or any other covenants or stipulations.

 

Even though Bidders may submit multiple bids pursuant to Bid Option (1) and (2), each bid shall be submitted as a separate sealed bid. Separate sealed bids will be received by the Daviess County Fiscal Court, Daviess County Courthouse, 212 St. Ann Street, Room 202, Owensboro, Kentucky 42303, or by mailing the bid(s) to the Daviess County Fiscal Court, P.O. Box 1716, Owensboro, KY 42302-1716.  The bids shall be opened and publicly read at the Daviess County Fiscal Court Office at 2:00 p.m., local time, on April 18, 2002.  Bids received after that time will not be accepted.

 

Bids must be received in a sealed envelope labeled with the bid number, identification of bid, as Bid 08-2002 Option (1), or (2), and bidder's name and address on the front of the envelope.  Any bid that is not submitted as directed herein, may, at the discretion of the Fiscal Court, be rejected.  The Fiscal Court reserves the right to reject any or all bids, or to waive irregularities in bids and to accept what, in their opinion, is the best evaluated bid.

 

Ten percent (10%) of bid amount is due within 24 hours of bid acceptance and award by Daviess County Fiscal Court under a bid submitted for Bid Option (1) or Bid Option (2) and the balance of the purchase price is due at closing, which shall take place upon Fiscal Court's ability to convey title through General Warranty Deed.  A bid award under (B) shall contain the financing arrangements requested by bidder.

 

Specifications and bidders must conform to all applicable Federal and State laws, governing such purchases.
